However, in your solution, you take that negative RBC and add it to the RBC for the other lines, which decreases the total RBC. Is this the correct way to do it, or if it were an exam problem, would we make the Base RBC for the WC line equal to zero?

I think what Graham meant to say was, you would not encounter a negative charge in an exam problem.
