Paul v Virginia
Sorry this is a stupid question and very specific. But I just want to make sure I understand this case fully. Can't seem to find a straight answer...
Did Paul live in VA?
He was employed by a NY domiciled company, and had a license in NY but not VA. Got that.
He was selling (Homeowners?) policies in VA to VA customers on behalf of the NY company
OR
He was selling insurance to VA customers who needed insurance in NY?
Basically this statement from the wiki is tripping me up:

Did VA have the authority to prevent Paul from selling NY policies in VA?

Oh sorry actually he was an independent agent, licensed to sell insurance on behalf of multiple NY insurers right? Not employed by just 1 company.
