It took me a while to get the calculation so I would like to share it to save your time 
using the same table above, with the same weight, 2.5 for first 50, 1.3 for next 50, you just need to redistribute given total # of bond issuers. For example, 85 = 50 + 35, so BSF = (50 x 2.5 + 35 * 1.3 )/85 - 1 =1.006

If possible, could this comment be amended? Would hope it would help others not get confused should they find themselves in the same situation: I originally missed the "-1" at the end in the source text example, and then came here and could not understand how above was not coming out to 2.006 like I was getting from the formula listed.
