Does the RMA catch some sort of premium from the losses it is reinsuring? Or is it reimbursed from the federal government? If not, how is the RMA funded so that it can reimburse losses for federal croper insurers?

Yes, RMA receives part of the premium. It also subsidizes some of the premium, and uses tax revenue to partially pay for the losses.
