I thought the equation was 20% of the paid recoverables >90 days due both in & not in dispute

examiner report has 20% of the paid recoverables >90 days due not in dispute + 20% of amounts in dispute

since we were not given the in dispute over 90 days I assumed it was 0

Either the formula changed, or the question was set up wrong, because your interpretation of the formula is currently correct.
