Section vs Exhibit

I came across Q15 Spring 2015 Part B where they asked for different parts of the SAO. The examiners report said a common error was "Listing “Exhibit B” as a section of the SAO".

Apparently there is a difference between a section and exhibit.

I think you meant Q23 from 2015-Spring. Yes, they consider sections and exhibits to be different things. Here's the link to the wiki where you can find that:
