For a. i., why isn't other actuaries a valid answer? I would think that an actuary going through a company's annual statement would find the SAO, especially the Relevant Comments section, useful.

Since the "general public" is included as an acceptable answer, you could make an argument that practically anybody is an intended user. But I think what they're getting at is the purpose behind the user. Another actuary could be any of the 5 acceptable types of users but answering "another actuary" all by itself doesn't speak to the purpose.
