What does change the outlook mean?
The phrase "change the outlook" was used a couple times in the wiki as an alternative for the rating agency to use rather downgrading an insurer's rating. But what does changing the outlook actually mean? I think an example would be helpful.

An "outlook" is a rating tool used by rating agencies, which anticipates a rating change. Feldblum explains it in paragraph 7 of page 22.
