In the answer of 6b: A driver applies for and is rejected from the voluntary market. An agent/broker submits
the driver’s application to the JUA.
My understanding from wiki is: the insurer forwards the application to JUA and the driver won't know he is rejected.
Have i misunderstood anything?

I am confused because when i do 2019.S.7, the sample response again doesn't mention insurer but only agent/broker.
It is more likely that it is the rejecting insurer, not the insured's agent, that forwards to the JUA, because the insured must not be aware of the transfer. The answer key may be in error on this point.
